The MOA now opens the door for foreign medical specialists and volunteers, known as Vocational Training Teams (VTT) to conduct training visits to Cebu. During their stay, they will train Cebu based medical team from VSMMC to perform more complex pediatric CHD cases that are currently being referred to the Philippine Heart Center in Manila.
Gift of Life International is a Rotarian-based organization that has evolved over the past 4 decades into a global network of caring. The traditional model for providing care to children with heart disease from emerging countries was to bring one child at a time to the United States for treatment. For the first 30 years, this was the primary means of providing hope to children who were not able to receive treatment in their country of birth.
In 2010, during the term of then President Joe Soberano, Rotary Club of Cebu through the initiative of PP Oscar Jereza, Jr. and PP Baba Panopio signed a MOA with Perpetual Succour Hospital and Cebu Doctor’s Hospital to adopted this program with the sole objective of being able to undertake the operation in Cebu.
In its first year, our Gift of Life program operated on 3 children with different heart ailments. Today, the Rotary Club of Cebu has expanded its network to include Vicente Sotto Memorial Medical Center (VSMMC) and even Manila-based hospitals like the Philippine Heart Center in Quezon City. We have also partnered with local and foreign NGOs, PhilHealth and other government services to help mitigate the financial and emotional impact the disease inflicts upon the families.

In 2017, RCC plans to take this up another notch as we bring a US-based Vocational Training Team (VTT) to Cebu. This medical team will be working with a dedicated Pediatric Cardio surgical team from VSMMC to train our local medical specialists to conduct more complex operations to treat CHD in Cebu.

Shaira Toling 15 years old is a teenager needing Cleft palet operation but was not operated last Aug. 15 to 18. The doctors wanted her to fix her internal heart problems first before having the external cleft operation to avoid any complication.
